How can we train next generation leaders?

In 2020, university entrance examination system will change, and by the year 2022, curriculum guidelines set by government will also change. With these drastic changes in the education sector, school environments will also be experiencing big changes. Research projects to strengthen skills to solve issues with no obvious answers, "active learning", and "project-based" learning are some of the examples. When considering schools to be the place where students train necessary skills for being creative (in a sense that they can find and challenge issues with no obvious answers). and challenge issues with no obvious answers), there should be may clues there.
