Forum Overview

Although Masuda City in Shimane Prefecture is located a 10-minute drive from Hagi/Ishimi Airport, it has been listed by the Council for the Creation of Japan as one of the cities with the potential to disappear due to its declining population, aging population with low birthrate, lack of agricultural bearers, and devastated mountain forests. In the 2019 forum, we will discuss three projects we are currently working on: "Health Tech Mall Demonstration Research," "Grazing Livestock Production in Abandoned Forest Land," and "Agribusiness Using Unutilized Resources," and aim to accelerate research and development and build sustainable, decentralized cities.

Creating Together the Future of the Community - What We Can Do Now for the Next Generation

Japan's regional industries continue to stagnate due to the sluggish growth of local subcontractors and the impact of centralized businesses centered in large cities. Innovation is expected in areas such as manufacturing utilizing cutting-edge technology, the 4th industrial revolution utilizing IoT and Big Data, healthcare, and education.
However, it is difficult for companies to create the future of a region by themselves, and the industries of the region must create symbiotic industries in which large companies, ventures, local factories, local governments, financial institutions, research institutions, etc. are connected across the board and grow together with a view to the next 100 years.
In this session, we will discuss the future of the region that Masuda aims to create with its citizens, based on advanced examples of symbiotic industries.

Mr. Kazuhira Matsunaga
Chairman, Masuda Chamber of Commerce and Industry
Representative Director, Matsunaga Ranch Co.

Born in Masuda City, Shimane Prefecture on June 13, 1954. After graduating from Hamada Commercial High School, he worked at a bank in Osaka, but was unable to adapt to the city and returned to the countryside. In August of that year, he and his parents established Matsunaga Farm, an agricultural cooperative. However, due to differences in management philosophy, he asked his parents to quit the ranch and became its representative in 1984. In response to the liberalization of beef, he changed the breed of cattle from Holsteins to crossbreds and Japanese black cattle, and also promoted the commercialization of compost to strengthen the management structure. In 2001, BSE was discovered in Japan and beef prices plummeted. While many people were going out of business, he expanded the scale of his business and created a new integrated breeding and fattening system with 800 cows, which became the talk of the town during a nationwide broadcast on NHK (Japan Broadcasting Corporation). In 2005, four veterinarians became independent and set up their own medical practice, and established a food residue feed conversion plant and Maple Ranch Co. Ltd. is scheduled for completion this year. He is opposed to the sixth industrialization of agriculture, and would like to aim for a business that can be run solely by the primary industry.

<Session 2
Primary Industry Evolving through Research - Reversal of a Potentially Disappearing City

The content discussed in last year's session "Local Agritech 2030" and "Realization of Livestock Production Using Abandoned Forest Land" has begun as a demonstration study.
In Local Agritech 2030, we are studying the effects of feeding baby leaves on yield and quality in order to utilize materials that have been an issue in the region. In addition, to realize livestock production using abandoned forest land, we plan to begin a demonstration in early fall by using unused farmland as pastureland.
In this session, we will introduce the progress of these efforts between businesses in Masuda and researchers and companies, and discuss future developments.

Agri Mito Ltd.

Agri Mito" is an agricultural production corporation that produces and sells agricultural products such as strawberries, baby leaves, paddy rice, daffodils, and eggplants, mainly in Mito Town, Masuda City, Shimane Prefecture. Because agricultural production is conducted in a mountainous area, it is difficult to improve management efficiency through large-scale production. In addition, in the winter, the area receives little sunlight and snowfall, which is unique to the San-in region, making it difficult to produce crops year-round and to provide year-round employment. Under these circumstances, the company is developing sustainable agricultural production in mountainous areas by growing strawberries, which have a high yield and can be grown in winter, and baby leaves throughout the year.
